JPNIC endorses the Joint Statement on the Global Digital Compact made by a Technical Community Coalition for Multistakeholderism
On 7 August 2024 UTC (8 August in Japan Standard Time), an open letter expressing concerns about the development process of the Global Digital Compact (GDC) was compiled by a Technology Community Coalition for Multistakeholderism (TCCM). 19 organizations, including JPNIC, have signed the letter.
A summary of the content of the letter is as follows:
- Remains unclear how the input has effectively and meaningfully contributed to each version of the GDC
- Concerns that the recent multistakeholder consultations have not catered to global participation, including in terms of the format and selected date and time
- Concerns about the transparency and openness of the GDC development process, as the latest version of the GDC (Revision 3 at the time of this Announcement) and further schedule remain unpublished
- Despite widespread support for multistakeholder internet governance across all stakeholder consultations and strong advocacy from many UN Member States, such support may not be meaningfully reflected in the agreed-upon GDC
- Strongly concerns about the scope and breadth of the UN-led initiatives outlined in all versions of the GDC
- We have repeatedly called for the bolstering of the multistakeholder initiatives created as part of the World Summit on the Information Society (WSIS) outcomes, in particular the Internet Governance Forum (IGF)
- Calls for additional, timely and meaningful engagement with the multi-stakeholder community as the GDC formulation process progresses, with clear indication of how these inputs have been integrated into the outcomes of the GDC
