One should consult the source document written in Japanese for detail. ----------------------------------------------------------------------- ESTABLISHMENT OF JAPAN NETWORK INFORMATION CENTER (JPNIC) Prospectus of Establishment: In Japan, allocation and administration of shared resources such as network addresses that are necessary for computer networks have been conducted by specific voluntary groups up to the present. However, the rapid development of computer networks has increased the allocation and administration quantity massively, which leads to delay of the work of such voluntary groups, thus hindrance to the development of well-balanced computer networks has begun to occur. Besides, diverse types of computer networks have come to be available for researchers in the fields other than computer technologies, and consequently the necessity for an organization which serves as a window for general inquiries has also increased. Therefore, for outgrowth from the conventional voluntary system of volunteers of each network organization to a system for fair and rapid processing by the cooperation of each network project, the Japan Network Information Center (JNIC) was inaugurated in December 1991 under the Japan Committee for Research Networks (JCRN), and JNIC has kept activity for about one and half years. In consequence, allocation and administration of network addresses, a system for providing the network information, and estimation of work quantity have become possible, besides, JNIC has been used as a service though not satisfactory. However, organizational foundation, especially financial foundation, could hardly be improved, therefore, it is hard to establish a system sufficient for supporting the development of computer networks and to correspond to commercial internets hopeful from now on. Under these circumstances, we established the Japan Network Information Center newly as an independent organization, and we hope to contribute to the development of computer networks by the cooperation and support of many organizations concerning computer networks. So, we would like to get your approval for it. The new Japan Network Information Center is abbreviated as JPNIC, for relations with other countries. Rules: As defined by the rules of the Japan Network Information Center attached separately, this Center was established as a voluntary organization.
