This document shows the conditions under which JPNIC needs to evaluate the IP address assignment performed by each JPNIC member for organizations to be connected, and explains the JPNIC evaluation procedure. When a JPNIC member needs to make an assignment for the organization to be connected, for which JPNIC evaluation is necessary, request IP address assignment evaluation using the following form: "JPNIC Evaluating Form for IP Address Assignment" Please note that the name of each item in a form is described in Japanese and there is no request form in English. *Contents* 1. Qualifications for making an IP address assignment evaluation request 1. What is an Assignment Window? JPNIC uses the "Assignment Window" that all RIRs (Regional Internet Registries) including APNIC has implemented so that JPNIC members can understand the requirements and responsibilities related to address assignment. The Assignment Window represents the maximum size of address space that JPNIC members can assign to a connected organization without JPNIC's evaluation. The size of the Assignment Window is shown by the IP address prefix length (e.g./25) with the size "0" showing that JPNIC evaluation is necessary for all assignments. 2. Usage method of Assignment Window When a JPNIC member is allocated IP address black for the first time, the size of the Assignment Window given to the member is 0. This means that the JPNIC member may not assign IP address at all without an evaluation. When a JPNIC member assigns an address space bigger than the Assignment Window, the member must send JPNIC an IP address assignment evaluation request that includes IP address assignment evaluation information on the organization to be connected, and must await for a decision from JPNIC regarding the appropriateness of the assignment. JPNIC verifies whether the IP address assignment evaluation information in the request complies with the assignment standard of the document shown below, and evaluates the contents by making inquiries to the JPNIC member, etc. if deemed necessary, and approves the assignment. "IP Address Assignment Report Process (For User's Network)" In this process, JPNIC verifies whether the JPNIC member has sufficient skill and knowledge for proper IP address assignment, and monitors the pattern of IP address assignment by the JPNIC member at the same time. Accordingly, JPNIC determines an Assignment Window size, which will be appropriate even for independent assignment to the JPNIC member. As described above, the JPNIC member can increase its knowledge of IP address assignment by requesting IP address evaluation at the initial stages, and thus improve its proficiency and carry out many assignments independently. However, in principle, assignments to users are made based on a 1-year forecast, therefore JPNIC may request an explanation if re-assignment is requested within a very short period. For example, if it is judged that the proficiency of a JPNIC member has decreased due to a change of the person in charge, JPNIC may reduce the size of the Assignment Window in some cases. 3. Update and notification of the size of Assignment Window Update of the size of an Assignment Window is investigated whenever an IP address assignment evaluation request is completed, and it is announced along with the result of the evaluation. If the member is allocated a new address space, update is also investigated, and it is announced along with the allocation notice. 4. IP address assignment evaluation request process 4.1 Form, reception contact When a JPNIC member needs to make an assignment exceeding the size of their Assignment Window for an organization to be connected, the member must make a request for IP address assignment evaluation using the form shown below. "JPNIC Evaluating Form for IP Address Assignment" The contact address for requests at JPNIC is shown below. Fill in the necessary items in the IP Address Assignment Evaluating Request Form and send it by E-mail to: judge@ip.nic.ad.jp 4.2 Flow of evaluation at JPNIC JPNIC will check that the submitted request form: ・Contains no missing descriptions, and ・has sufficient and correct information on the organization to be connected to ensure appropriate IP address usage. If any deficiency or unclear points are found, JPNIC will contact the JPNIC member immediately. After JPNIC completes any necessary inquiries and judges that the above two points are complied with, the request is formally accepted and the applicant is notified. Then, when it has been confirmed that the JPNIC member has judged the size of the IP address assignment properly, the evaluation result is reported to the JPNIC member immediately. 4.3 Procedure after reply of the evaluation result When JPNIC sends the "assignment OK" notice as a result of the evaluation, JPNIC informs the JPNIC member of the Evaluation No. The JPNIC member is requested to copy this Evaluation No. in the IP Address Assignment Report Form or IP Address Renumber Form, and carry out each procedure according to the following documents: "IP Address Assignment Report Process (For User's Network)" "IP Address Renumbering Application Process(For User's Network)" That is, receipt of the IP address assignment evaluation result does not mean that registration in the JPNIC database has been completed (registration indicates that IP address assignment and IP address renumbering application have been completed). 5. Qualifications for making an IP address assignment evaluation request JPNIC accepts a request for an IP address assignment evaluation only when it is sent from the E-mail address registered in [DB registration] for the JPNIC member to whom the address block for assignment is allocated.
