国際連携検討部会報告

APNICの会合が6月22日(Sun)にクアラルンプールで開催されます。

なお重要案件(例えばOffice Locationの問題)は、下記の全体会合に先立っ
てExec Councilで討議される予定です。Exec Coucilは、現在のところ
同じ 6月22日の朝に開かれる模様。

☆confederationの会費に対するJPNICの意見を討議する必要があります。
  現在までに、schedule A/Bという案、アドレスベースの案があり、ア
  ドレスベースの案に対して高田修正案が提案されています。

The Proposal for Confederations (schedule A/Bという案)

1. Existing Confederation members of APNIC

	The intent here is to acknowledge the member's existing
  	support and commitment to APNIC by using a fee schedule which
  	would allow the member to become a confederation relatively
  	easily (in financial terms).

	Where:

	  1.  A CONFEDERATION is already an existing financial APNIC
		       member as of 1 March 1997, and

	  2.  A CONFEDERATION undertakes sub-registry services and
	      validation of all service requests by confederation
	      members prior to submission to APNIC, and

	  3. A CONFEDERATION operates on a not-for-profit basis and meets
	     the other requirements documented in APNIC-051:

	Then Confederation Fee Schedule A shall apply. 

	In all other cases Fee Schedule B shall apply.


2. New Confederations

	Fee Schedule B shall apply in all cases.

3. Migration to Confederation status for existing APNIC members.

	Existing confederations who are APNIC
	members have until the end to 1997 to switch over to
	confederation membership. If they elect to change to
	confederation membership prior to 31 December 1997 they will
	be eligible to apply for Fee Schedule A if they meet the above
	criteria.

	As of 1 January 1998 all existing confederation members of
	APNIC who are not elegible for Fee Schedule A, or who have not
	elected to be charged as per Fee Schedule A, will be charged
	as per Fee Schedule B.

  Fee Schedule A

      - a self determined annual membership fee (large, medium, small)
   plus
     - a $500 pa fee per confederation member.


 Fee Schedule B

      - a self determined annual membership fee (large, medium, small)
   plus
     - a $2000 pa fee per confederation member.

Usage Based Confederation Funding Plan (アドレスベースの案)

Proposal:

	Funding for confederations will be based on a yearly
	membership fee fee dependent upon a self-determined size plus
	a per Internet address allocation fee.  The per-allocation fee
	is assessed on a per-Internet address basis, with the actual
	fee depended on the size of membership chosen and applied when
	the allocation is made (i.e., a one-time fee per allocation).

	The proposed fee schedule consists of:

	Membership Fee (recurrent):

	- Large		US $10,000.00/year
	- Medium	US $5,000.00/year
	- Small		US $2,500.00/year

	Per-Allocation Fee (one-time):

	- Large		US $0.06/address
	- Medium	US $0.11/address
	- Small		US $0.16/address

	Yearly fees will be assessed on the anniversary date of the
	confederation's membership.  The per-allocation fee will be
	assessed prior to the allocation of additional address space
	and will be dependent on previous allocation history of the
	confederation as well as the confederation's conformance to
	allocation policies.

Discussion

	This funding plan is based on the observation that the work
	associated with handling confederations is primarily a result
	of the individual address requests made by the confederation
	which requires different handling as those of regular members.
	The work entailed scales roughly with the amount of address
	space requested as it depends both on review of previously
	allocated space plus the allocation of space to new members.
	In order to support such requests, a system similar to that in
	use for non-members is proposed, namely a per-address fee is
	assessed albeit with maintanence costs recovered by the yearly
	membership fee instead of being a separate charge.

	This funding plan does not rely on the number of members of a
	confederation, nor does it need to provide for the historical
	situation of existing APNIC confederations.  All
	confederations will be treated equally and the cost per
	member will depend on the address space the member requests,
	the frequency of those requests, and the self-determined size
	of the confederation.

	The varying per address fees are used to account for the
	typically high level of support necessary for APNIC to process 
	requests from new confederations relative to established
	confederations.  If a confederation starts as small, it will
	have a lower yearly fee (helping to reduce its startup costs)
	and the per address fee will cover the costs incurred by APNIC
	in handling the confederation's requests.  If the
	confederation starts as large, the initial cost will be higher
	(providing for an offset in costs), but the per address fee
	will be lower (resulting in long term savings).

	Transition between size categories will require the payment of
	the difference in the category fees, e.g., to move from small
	to medium, the confederation will need to pay an additional US
	$2500, regardless of how much time is remaining in their term.
	The membership term will be restarted at the earlier of the
	date the payment is acknolwedged by our bank or a signed
	(original) membership agreement is received at the APNIC
	office.

	- Very Large	US $0.03/address
	- Large		US $0.06/address
	- Medium	US $0.11/address
	- Small		US $0.16/address

議論：(1米ドル＝125円として)

クラスC 1つあたりLargeでは1920円、Very Largeでは 960円。
年間クラスC195個以下のところはSmallが得。
195個を超えて390個まではMediumが得。
LargeとVery Largeの分界点は、1302C (1302C 以上ならVery Largeが得)。
JPNIC 以外にVery Largeになるところがあるか？ 

1302C は 11264C から比べるとまだかなり小さい。本当は Very Very
Large ではないか。 

JPNIC の支払は本修正案では、256×256×44=2,883,584 に0.03を掛けて
US $86,507.52、年会費を加えて US $106,507.52、日本円で約1331万円。

(元の案では US $173,015.04 ＋ 10,000 ＝ 183,015.04)

ちなみに、

	- Very Very Large	US $30,000.00/year
	- Very Very Large	US $0.02/address

だと、JPNIC の支払は約1096万円です。
