Introducing the APNIC Foundation ～APNIC財団のご紹介～

In February 2016, the APNIC Executive Council made an important decision for the future of APNIC’s work on Internet Development in the Asia Pacific region. The decision was to establish the “APNIC Foundation” to raise funds, independently from APNIC membership contributions, to support and expand APNIC’s “Development Program”. This followed an earlier decision by the EC, in August 2014, and more than a year’s work by the APNIC Secretariat, investigating options for the Foundation.
APNIC’s work on development of the Internet goes back to our founding Bylaws, which, in addition to the service of allocating and registering Internet resources, also aim “to assist in the development and growth of the Internet in the Asia and Pacific Rim region”. (See Part II 2.a)
This objective has been well supported over the years by
APNIC Members, who have seen the mutual benefit of
healthy growth and management of the Internet in our
region. The modest budget allocated to these activities
has come from members, but the APNIC Foundation will
bring a new possibility: to contribute more strongly to
Internet development through use of additional external
funding.
After a review of options, the APNIC EC decided to
incorporate the APNIC Foundation in Hong Kong as a
limited liability, not-for-profit company, registered as
a charity with the objective:
To support Internet development in the Asia Pacific region, though training, education, human capacity building and related projects and activities by fundraising in support of activities delivered by APNIC and partner organisations.
The Foundation will be established during this coming year, with APNIC itself as the sole member, and a Board of Directors appointed by the APNIC EC.
The Foundation will be supported by APNIC during its “incubation” and early operational phase, where fundraising and other support will be required. When it reaches full maturity, the APNIC Foundation will continue to support APNIC and our vision, but it will be administratively self-sustaining.
It's intended that projects funded by the Foundation will be designed and managed by APNIC, in collaboration with funding agencies interested in Internet development, and with a major focus on human capacity building in developing parts of the region. The APNIC Foundation will therefore work firstly to increase professional development activities, as well as direct technical assistance, which is often required according to specific circumstances.
Priority topics for the APNIC Foundation's work should be familiar to JPNIC and APNIC members: promotion and deployment of IPv6, security of routing and DNS infrastructure, development of exchange points and related infrastructure, and promotion of operational security practices; however this “curriculum” will likely increase with demand in future. In the coming APNIC Survey we will find out more about the technical challenges and priorities of the community, which will also help to guide the Foundation’s priorities.
The Internet is a grand project of benefit to all corners of society, and the “network effect” ensures that when one part of the Internet is developed, the rest will also benefit. In practice, Internet development activities are magnified exponentially. The APNIC Foundation will seek support from development agencies and those industries and individuals most dependent upon the Internet, in order to enhance that development and maximise the benefits of the Internet for our region.

さまざまな選択肢を検討した後、APNIC理事会は、以下の目的を掲げ、 有限責任の非営利会社であり慈善団体として、 APNIC財団を香港に登記することに決めました。

APNIC財団には、唯一の会員としてAPNIC自体が入り、 APNIC理事会によって任命された取締役会を置き、 1年以内に設立予定です。
財団は、 資金調達などの支援が必要な「インキュベーション」期間(運営初期)には、 APNICによるサポートを受けます。 そして完全に成熟したら、 APNIC財団はAPNICとそのビジョンをサポートするようになりますが、 その運営は自立したものになるでしょう。
財団が資金提供したプロジェクトは、 インターネットの発展に興味を持つ資金提供機関と協力しながらAPNICによって設計・管理され、 アジア・環太平洋の発展途上地域における人材育成に大きな重点が置かれます。 そのためAPNIC財団はまず、 しばしば特定の状況下で必要とされる直接的な技術支援のみならず、 専門的能力開発の活動を拡大する予定です。
APNIC財団における優先順位の高いトピックは、 JPNICやAPNIC会員とも共通するところですが、 IPv6のプロモーションと展開、 ルーティングやDNSインフラストラクチャのセキュリティ、 相互接続点と関連インフラの展開、 そして運用上のセキュリティプラクティスの促進です。 しかし、こうした「カリキュラム」は、 おそらく将来的な需要とともに数多く提供されることでしょう。 そのため、今後のAPNICサーベイでは、 財団の優先順位付けするのに役立つ、 コミュニティの技術的課題や優先順位の詳細を再度調査予定です。
インターネットとは、 社会の隅々に利益をもたらす壮大なプロジェクトであり、 「ネットワーク効果」とは、 インターネットのどこか一部分が発達したら、 残りの部分にも利益を生む、そういうことです。 実際に、インターネットを発展させる活動は飛躍的に拡大しています。 APNIC財団は、その発展を強化し、 私達の地域にインターネットがもたらす恩恵を最大化するために、 こうした促進を援助する機関とその産業界、また、 インターネットを頼る個人からの支援を求めています。
